UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a new poll of municipal councils, UK councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling playing fields and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of authorities seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and utilising savings to weather increasing financial challenges.”

Specific Cases of Proposed Disposals

Medway Council in southeast England announced its property management strategy featured the sale of a shopping centre in a local town and a social club in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will need to raise council taxes next spring to address the growing cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of regional authorities recently further found council budgets being stretched by the growing number of young people and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed scheduled changes to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, many participating urban areas were among the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties facing local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised social care provision in the last year, the survey revealed.
